Permit for heavy and over-dimensional traffic

Description of the service:

Decision on issuing permit for heavy and over-dimensional traffic.

Legislation regulating the service:

1. Regulation of Cabinet of Ministers No. 343 Regulations for Heavy and Over-dimensional Traffic (06.04.2010.);
2. Regulation of Cabinet of Ministers No. 1228 Regulations for Amount of State Tax, Payment Procedure and Exemptions of Permits for Heavy and Over-dimensional Traffic (28.12.2010.).

Service providers:

1. For traffic within road network managed by one unit – Units of SJSC Latvian State Roads;
2. For traffic within road network managed by several units and within borders of Riga city – Traffic Organization Planning Department of SJSC Latvian State Roads.

Documents to be submitted:

Request for permit (according to the Appendix 2 of the Regulation of Cabinet of Ministers No. 343 Regulations for Heavy and Over-dimensional Traffic (06.04.2010.).

Amount of fee is defined in the Regulation of Cabinet of Ministers No. 1228 Regulations for Amount of State Tax, Payment Procedure and Exemptions of Permits for Heavy and Over-dimensional Traffic (28.12.2010.).

Permit for heavy and over-dimensional traffic

Description of the service:
Permit for heavy and over-dimensional traffic entitles the heavy and over-dimensional vehicle to travel with or without truck load on the defined route (in compliance with the Regulation of the Cabinet of Ministers No. 1228 of 28.12.2010.)

Distribution of responsibility:
District units of SJSC Latvian State Roads issue the following permits:
Permit within its region
(int. al. Rīga District Unit of SJSC Latvian State Roads for Jūrmala city)

Traffic Organisation Planning Department of SJSC Latvian State Roads issues the following permits:
Permit for traffic in two or more regions.

Legislation regulating the service:
Regulation of the Cabinet of Ministers No. 1228, 28.12.2010.

Documents to be submitted / provided:
1) Request for permit
(in person, by fax, by mail);
2) Original of the certificate Vehicle certificate for transportation of heavy and over-dimensional loads of partible timber materials with specialized heavy and over-dimensional vehicles or their trailers, issued by Road Traffic Safety Directorate (if necessary for the transportation of partible timber materials).

Operators from other countries may use facsimile copy of the permit.
On operator’s request Latvian State Roads may send the original of permit as a registered letter by mail.

Time for providing service:
5 working days starting from the day documents are received.

Receiver of the service:
Physical person or legal entity.

Locations of providing service:
1) District units of SJSC Latvian State Roads.
2) Traffic Organisation Planning Department of SJSC Latvian State Roads.

Issued document:
Permit for heavy and over-dimensional traffic.

Payment for the service:
Defined in the Regulation of the Cabinet of Ministers No. 1228.:
Procedure for paying the fee for heavy and over-dimensional traffic on state roads and the amount of fee.

Fee is collected:
1) at the Traffic Organisation Planning Department by issuing receipt, or
2) by bank transfer.
District units may collect fees only by bank transfer.
