What to Expect

SLLC Latvian State Roads (LSR) invites all interested parties to the Open Day II of the Bauska Bypass Public Private Partnership (PPP) project. The competitive procedure with negotiations (Procurement) for the PPP project is planned to be announced at the beginning of 2026. Open Day II is organized in line with the best international practice in order to promote an efficient Procurement process. Within the framework of Open Day II, LSR will answer questions from interested parties regarding the Procurement, qualification, and contract award criteria.

Why Attend:

• Learn about the Procurement process of the PPP project;
• Be better prepared for the Procurement;
• Discuss Procurement issues in a Questions & Answers (Q&A) session.

Agenda and Format

To promote effective information exchange and ensure individually tailored discussions, the event is organized in the format of individual Q&A sessions, with a 1.5-hour meeting reserved for each interested party. We recommend that interested parties apply for a session together with potential consortium members, if such are planned. The Q&A session materials will include a summary of the PPP contract, the Procurement, the selection and contract award criteria.

Disclaimer

The Open Day II shall not form an integral part of the Procurement. Participation in the Open Day II shall be entirely at the discretion of the interested parties and shall confer no benefit or advantage in the context of the Procurement. Non-participation in the Open Day II shall not result in any disadvantage in the Procurement. Any costs incurred by interested parties in connection with the preparation for and participation in the Open Day II shall not be reimbursed.

Date and Venue

10–14 November 2025

Participants may attend in person, remotely via MS Teams, or partly in person and partly remotely via MS Teams.

In-Person Venue: Premises of LSR, 3 E. Benjaminas Str., Riga, Latvia, Conference room No 165.

Participation in the event in person requires obtaining an entry pass by presenting a valid identification document.

Working language: English or Latvian (no translation service will be provided).

REGISTRATION

Closed event – only for registered interested parties. Registration shall close on 3 November 2025 at 17.00 Latvian local time.

To register for Open Day II, interested parties must complete the registration form online.

Upon receipt and processing of the registration form, the confirmed date and time of the individual Q&A session will be communicated to the email address of the contact person provided in the registration.

The Q&A session materials will be provided to registered interested parties at the email address of the contact person specified in the registration form, before the individual Q&A session.
